Mark is a special counsel in the Planning Government Infrastructure and Environment group in Colin Biggers & Paisley's Sydney office.
Mark's broad commercial and property background adds versatility to his extensive planning and environmental experience. His expertise is in providing environment services, including development appeals, environmental prosecutions, project documentation, biodiversity and NSW planning law. Mark acts for both developers and local councils on either side of development appeals and prosecution matters.
Mark provides strategic planning advice to a range of private entities on complex development projects involving commercial, mixed-use and residential developments. He also provides strategic advice and advocacy for local councils with prosecutions and significant contamination and contentious land dedication matters.
Before developing expertise in planning and environment law, he acted for private equity partners and developers engaging in real estate acquisitions, development and joint ventures. Before joining Colin Biggers & Paisley, he was a team leader of direct foreign real estate investment at a major international law firm.
Outside of law, Mark owned and operated a successful café business in China and Taiwan for eight years, which involved negotiating joint venture deals and licensing arrangements with Chinese investors. Mark speaks Mandarin Chinese and has a thorough understanding of the Chinese market.
He enjoys reading great books, finding unique cafes and great coffee, and tinkering with old wooden sailboats.
Mark holds a Master of Environmental Law and a Bachelor of Economics and Law. He recently held the position of Vice President of the Australia Chinese Business Council in the ACT.
